In today’s competitive pricing environment, the industry, both public and private, has adapted a method that allows public bidding codes to be followed, while at the same time brings the contractor aboard early to enjoy the benefits of pre-construction, estimating, and feasibility studies. Also known as “qualifications based selection,” the contractor actually bids its general conditions, pre-construction fee and profit/overhead on the work. For example, if the work itself has not yet been fully designed, the owner may desire to have the contractor on board early to help achieve the desired budget, then competitively bid out the trades in a public legal traditional bid process.
Our firm has had enormous success with GCCM/CMAR work; and, as more public and state agencies adopt new public procurement rules, this will become more the method of choice, rather than traditional bidding on what is supposed to be 100% documents.
